Sakhalin Oblast, Tourism Industry Investment Project

Project purpose: Building of sports-tourist complex, including gondola road, new four-speed ropeway-chair road, mounting of 2 unsupported elevators (baby-lifts) for service of tubing and skiers-beginners, and also creation of related infrastructure (a track, a perking, cafes, autoroad).

Duration and stages of project implementation: 3 years. There were planned 3 stages of building of the complex. In order to reduce the term building is carried out along development of project documentation.

Investment project participants: Sport-tourist complex “Gorniy Vozdux”, OJSC; budget funds, private investment.

Current implementation stage of the project: Basis of investments «The development of “Mountain Air” complex – December, 2005. Developer is OJSC “Sakhalingragdanproject” (Juzhno-Sakhalinsk).

Essential project documentation: Architectural-planning (town-planning) assignment; offers to acts about the choice of area for building; technical conditions for water-supply and water disposal, electric supply and other documents.

Availability of the final state, departmental and environmental permission: At present time (30.05.06) The Basis of investment is at stage of adjustment and expertise.

Estimated cost of the project: 41.8 M Euro.

Type of state support: Within implementation of the project Administration of Sakhalin oblast is intending to fund events connected with purchase, mounting and maintenance of ropeway rode, building of the part of engineering nets and accomplishment of the complex.

Sources of financing (%): Funds of state budget - 22,8; Funds of (foreign) investors - 77,2;

Payback period: 6 years (discount payback period).

 Measure of the investor's rights of property and/or rights in personal for results of the investment project implementation: 95,6% of the stock of OJSC “Sports-tourist complex “Gorniy Vozdux” is in the property of the Administration of the Sakhalin oblast. State guarantees.
